Maneuvers Bar Owner Fined, Punished for Liquor Code Violations

Fred Schramm will pay $4,000 and will not be allowed to sell alcohol this weekend for a series of infractions, including some that led to his arrest.

The downtown gay bar Maneuvers will not be able sell alcohol this weekend and was fined $4,000 as a punishment for violating four counts of the state liquor code, Joliet Mayor Tom Giarrante ruled Thursday.

The decision came in the wake of several lengthy Joliet Liquor Commission hearings into allegations that the club, located at 118 E. Jefferson St. since 1980, broke several rules in a series of events that happened in July.

In the end, the commission found that Maneuvers owner Fred Schramm allowed disorderly conduct to occur and failed to notify the police about the occurrence, let patrons smoke on the premises and permitted an intoxicated person to remain on site, according to a news release issued by the mayor, who also serves as the city's liquor commissioner.

Schramm was fined $1,000 for each offense and will not be allowed to sell liquor on Friday, Saturday and Sunday, the release said.

The fines are higher than normal because Joliet police officers had to be paid overtime to testify at the hearings and the city incurred the cost of using court reporters to document testimony, the release said. 

“Those expenses are reflected in the fine,” Giarrante said. “When a licensee violates the liquor code, any additional costs of the hearings needs to be paid by the violators, and not the taxpayers.”

It was 67-year-old Schramm himself who was the source of the disorderly conduct, and he was arrested on July 28 for having a confrontation with two customers and for reportedly pulling feces out of his pants while being taken to jail by Joliet police, according to a Joliet Herald News story. He was charged with obstructing justice, criminal damage to property and disorderly conduct.

The case is still pending, and Schramm could lose his liquor license if convicted.
