Joliet Officials to Vote on Pact with IDOT for Route 30 Improvements

Thrift store, staffing agency also on Tuesday agenda.

Joliet City Council members are set to vote Tuesday on an intergovernmental agreement with the Illinois Department of Transportation (IDOT) for its plans for improvements along Route 30 from I-55 to Route 59.

Improvements include roadway reconstruction and widening of Route 30 to provide two lanes in each direction separated by a median from I-55 to Renwick Road and reconstruction and widening to provide one lane in each direction departed by a bi-directional median from Renwick Road to Route 59.

The agreement calls for Joliet to pay for 5 percent of the cost of traffic signal improvements at Route 30 and the I-55 west frontage road, 100 percent of the costs of emergency vehicle pre-emption (EVP) improvements at I-55 and the frontage road and 20 percent of the cost of the sidewalk constructed within City of Joliet limits.

Under the deal, the city would appropriate $31,660 in Motor Fuel Tax funds to pay for its share of the project.

The total cost of the project is estimated at $32.9 million, according to the city.

The city would also be required to approve several ordinances associated with the improvements:

  • An ordinance restricting parking along Route 30 between I-55 and Spangler Road
  • An ordinance prohibiting the discharge of sanitary and industrial waste into any storm sewer or drainage facility constructed as part of the improvement project
  • An ordinance prohibiting encroachments within the State of Illinois right of way along Route 30 between I-55 and Route 59 in the City of Joliet.
In 2012, IDOT representatives gave Village of Plainfield officials an overview of the project, saying the earliest it could be completed would be sometime in 2015. Officials also the project will be scheduled to avoid construction near the Lake Renwick Preserve during breeding season at the heron rookery. Construction near the rookery during the March 1 to Aug. 1 breeding season is prohibited under state law.


Other business

The city council will also vote on a proposal for a thrift store in an existing commercial strip center at 116 E. Jackson St.

Petitioner Ashraf Odeh wants to open the store in the space immediately west of Certified Foods. The shop would sell new and used household goods, furniture, clothing and toys.

The board will also consider a special use permit request from Paramount Staffing to allow a temporary staffing agency in an existing strip center at 2405 Essington Road at the northwest corner of Essington and Caton Farm Road.

The board meets at 6:30 p.m. Tuesday at City Hall, 150 W. Jefferson St. The meeting will also stream live on the city website.
