A Joliet sex offender who told police he was living out of his car when, in fact, he'd moved into an apartment less than a block away from an elementary school was arrested Wednesday, Joliet police said.

Sex offenders are required to notify local police departments of where they are living and, if they are transient, they must report in every six months, Capt. Les O'Connor said.

In the case of James E. Perez, 59, he had reported several times that he was homeless and living out of his car when, apparently, at some point he had moved into an apartment at 613 Buell Ave., O'Connor said.

The location is a less than 500 feet away from Farragut Elementary School at 701 Glenwood Ave.

Police officers make a habit of trying to keep an eye on sex offenders and knew what Perez's car looked like, O'Connor said. When one officer noted Perez's vehicle was frequently parked on Buell, an investigation was conducted.

Perez was picked up and admitted under questioning that he did live at the Buell address, O'Connor said. He also had a key to the apartment, which provided further evidence, he said.

Perez was charged with three felonies: sex offender giving false information, child sexual predator residing within 500 feet of a school and sex offender failing to register a new address. He is being held in the Will County jail in lieu of $30,000 bond.

According to the Illinois Department of Corrections sex offenders list, Perez was convicted of aggravated criminal sexual abuse with a victim under the age of 13. The details of the case were not provided but he is classified as a sexual predator, and it is noted that he was 48 years old at the time of the crime and his victim 11.

You people make it seem like he had some evil plan going to go kidnap and rape a kid...in this case all he did wrong was live by a school...I'm not defending a guy like this but come on! You act like there was some heinous crime commited and peole died.
FatWhiteGuy September 20, 2013 at 09:26 AM
Steve he abused a child under the age of 13 he shouldn't even be walking but I guess you ppl think young boys and girls are for your own pleasure...just like the priest maybe they should go to the nuns and have them start giving it up ya know!!!
Long time joliet September 20, 2013 at 09:27 AM
maybe the apartment was the only place he could afford and didn't want to tell the cops because he wouldn't be allowed becuase of the law what if the place was 490 feet away and not the 500 required by the law schools have alot of security around them nowadays, when i drop my kids at school i fill confident that i will see them again with out being molested, now if i dropped them more then 500 feet from the school i would be a little worried, JUST SAYING
Herc September 20, 2013 at 09:37 AM
Maybe the apartment was close enough to the school so he could get his jollies!
FatWhiteGuy September 20, 2013 at 09:38 AM
Well long time some kids don't have that luxury to be dropped off and picked up everyday don't you see all the kids walking to and from school everyday?
FatWhiteGuy September 20, 2013 at 09:38 AM
I'm just saying!!!

Good Job by the JPD. They caught him as he was setting up for his next victim. Also, Its a good thing I'm smarter than a lot of the racists that lurk on patch waiting for a black person to commit a crime so they can make racial comments. Because if I wasnt, based on this and some of the other articles I've seen on here, one might be tempted to think that all white men are perverts who dream of sex with little boys. But nah, I would never think that.....

I remember when he was a boy scout leader for the plainfield area back in the 1980-1990's and lived off lily cashe road.
Herc September 20, 2013 at 10:49 AM
Well now, that opens a whole new can of worms. Were the boy scouts molested? Only time will tell.
Charli September 20, 2013 at 11:58 AM
He molested a child, that itself is a terrible crime, considering he took a babies innocence & exposed them to sexual acts long before they should've been! Then move next to a school, putting more young kids at risk for his sexual preference to affect their lives as well. He should've continued to look for a place that wasn't near a school. It's not like he didn't know if this restriction.
