Pair Sexually Assaulted 11-Year-Old Girl for a Month, Will Sheriff's Office Says

The men, both of whom occasionally lived with the victim and her mother, have been charged with predatory criminal sexual assault.

Two men have been arrested for repeatedly sexually assaulting an 11-year-old Joliet girl over the course of a month.

Albert D. West, 24, 104 Comstock St., , and Alan M. Wilburn, 19, 642 Sullivan, University Park, were arrested this week on warrants charging them with predatory criminal sexual assualt of a minor under the age of 13.

Will County Deputy Chief Ken Kaupas said sheriff's deputies learned of the sexual assaults from the girl's father, who discovered his daughter walking with West along Route 53 in the Preston Heights area of unicorporated Joliet in February.

West took off on foot when the father showed up, and the daughter subsequently confessed she was having an ongoing sexual relationship with West and Wilburn that had begun in January, Kaupas said.

The daughter was treated at in Joliet, and was later transferred to a special unit of Edward Hospital in Naperville.

The two men apparently occasionally stayed in the same Chicago Street home as the girl and her mother and another woman and her children, Kaupas said. The pre-teen has since been removed from the residence by the Illinois Department of Children and Family Services and now lives with her father, he said.

Warrants were issued for the two men, and Cook County made the arrest of Wilburn on Will County's behalf Monday, Kaupas said. That prompted deputies to try to find West, whom they located at his home Wednesday.

Although he initially complied with the officers, going inside to put on a shirt and shoes, he then "bolted out the front door" and deputies had to subdue him, Kaupas said. He was subsequently charged with resisting/obstructing a peace officer.

Both men are being held in the , West in lieu of $500,000 bond and Wilburn in lieu of $225,000 bond.

Yes, this is rape. An 11-year-old is not legally old enough -- or emotionally old enough -- to consent to sex. However, as far as the police know, she did not tell anyone this was happening until her father asked her. You may not agree with the word "confess," which is the word used by Ken Kaupas, but I think your argument is one of semantics. Was this little girl may be been misled into thinking this was a romantic thing? I do not know, and it doesn't really matter. Any way you slice it, this was a criminal act and certainly no one is "blaming" victim, least of all the police.
Chester Rook September 15, 2012 at 05:00 AM
No one is blaming the 11-year-old girl. You are reading too far into the word. Yes, in most cases, the word "confess" is used to describe a suspect bringing light or admitting involvement in a criminal act. But it's not limited to that definition: Confess (verb): 1.) Admit or state that one has committed a crime or is at fault in some way. 2.) Admit or acknowledge something reluctantly, typically because one feels slightly ashamed or embarrassed. There, now you have two good definitions. Pay close attention to the second one in this instance. No one was saying the 11-year-old was at fault. I'm sure she was at the very least ashamed or embarrassed. No go pour yourself a glass of wine, maybe smoke a cigarette if that's your fancy, and calm yourself down.

It is a good thing that this little girl's father now has custody of her. Too often the courts just assume "mom" will be a better parent. I hope this child will be able to thrive in her father's care.

Thank you for your reply. This really is bigger than semantics. This is reinforcing of language and ideas around sexual assault that needs to change. Does a guy whose house was robbed "confess" to police or family that his belongings were stolen? In that context, the use of the word confess would be obviously absurd. So why here? Because of long-held cultural beliefs that work their way into our language even when the speaker does not consciously hold that belief. Ok, but we will agree to disagree.

Its sad how people believe everything they here on the news media's, etc. What evidence do they have these two men was having relations with a minor. If your gnna post a story posts the facts. Don't give a half ass story. We are living in 2012 not the 70's, 80's or 90's. Kids are growing faster/maturing early, having sex, getting pregnant and etc. Don't act like ya'll don't see it. how we know if the farther ain't molesting his daughter in making her lie. Some people are just ignorant or blind to the fact these two men are son's maybe farthers there selves. In y'all judging them already in there's no proof. It's ashame how people can be ignorant or blind. If it was your son being blame for some shit like this you wouldn't say the shit you saying about
Shana November Hill September 15, 2012 at 01:33 PM
Where was the mother when this shit was happening. How we know if the mother didn't make her daughter have sex for money. Who are the two men to the lady y'all claim they were living with her. Post more evidence please or take this story down. This type of shit can ruin someone life if its not true.
Infamous Steve September 15, 2012 at 02:58 PM
Sounds like this is the mother of one of those perverts.
Shana November Hill September 15, 2012 at 04:04 PM

Gabrielle Burns September 15, 2012 at 06:52 PM
It is truly just a story nobody know if those guys did do it or didn't do it that is the reason we have a court system. I mean nobody was there and I feel like the parents of the little girl should have charges of neglect against them. They all was living there together and it took them weeks to figure out their daughter was involved with those two guys? Something don't sound right. If that was my daughter and she was living with other guys I would ask daily if she is OK etc but justice real be served I hope the truth of this story comes out
Walter White September 15, 2012 at 07:16 PM
I find it funny the two women sticking up for these child molesters use cannot spell if their life depended on it and use words like ain't, y'all and justice be served. They are obviously friends or family of the thugs in question here.
Tia LS September 15, 2012 at 07:24 PM
This thread is a train wreck. Patch, it's embarrassing.
Walter White September 15, 2012 at 07:25 PM
Shana November Hill.... Nice name btw... You must be some sort of psychic because you know so much about Steve just by him posting one sentence. He was just mentioning something 90% of us already suspect. Attempting to read your comments and judging the way you snapped for no reason really shows your ignorance.
Walter White September 15, 2012 at 07:27 PM
Then stop commenting Cynthia and read Yahoo news.
Tia LS September 15, 2012 at 07:31 PM
Absolutely.
Shana November Hill September 16, 2012 at 04:00 AM
Thanks Walter white I'm ignorant just like your man/boyfriend is lmao. I don't judge people on past, present or future. We all have a story to tell being good or bad. If they did have relations with that girl that's on them only God can judge them. Its two size to a story hopefully you know that you one sighted man. And I'm snapped on your man cause he's disrespectful and sound like you an asshole.
Jesse Pinkman September 16, 2012 at 04:50 AM
After reading a couple comments here I swear I lost some I.Q points. Forget spell check we need ebonics check... Walter is right. Oh ya may the two kiddie molesters rot in hell, or jail cause that's where they will be for a long long time. Have fun being in there on child rape charges. Don't drop the soap!
Chester Rook September 17, 2012 at 06:52 AM
I don't think anyone is disagreeing with you, Cynthia. Karen used that word because that was the word used by Ken Kaupas, and Kaupas used that word because it is not an inappropriate word for what happened. (Clearly you did not see my definition I so generously gave in response to your first rant.) The victim of a burglary would not "confess" to having his belongs stolen because he was neither involved nor embarrassed by what happened. No one is saying it was the girl's fault or if a woman goes out dressed provocatively she is "asking for it" (you're obviously trying to bring up a PC issue). So quiet your noise and quit throwing cheap punches at Patch editors for doing their job.
Chester Rook September 17, 2012 at 07:00 AM
I'm sorry, is this an online newspaper or the Will County Sheriff's online police investigation database? Obviously the Patch can't put up every detail about this case because 1) they can only post what the Sheriff's Office tells them, and 2) why would the Sheriff's Office tell them anything more than this? This was a criminal investigation that lead to their arrests. If you want to know the facts, go to the court hearings/trial. Den u kan git all da fax!
Chester Rook September 17, 2012 at 07:03 AM
I agree, Steve. Sounds like we got ourselves a baby mama for one of these pervs.
Chester Rook September 17, 2012 at 07:15 AM
Oh! I get it! You are calling Walter gay! Ha! That was a good one, Shana. I'm serious. I'm sure no one saw that coming. You top the charts for best insults. In fact, you were probably the smartest person in your trailer park or housing project. But on a more serious note, you are right: God is the only one that can judge someone. That is, God and society. We have this nice little thing called Due Process and a Court System. If you've never heard of it, that's OK. I learn new things every day, too. For instance, I never knew there were "two size to a story." What are they? Big and small?
navia bacon September 19, 2012 at 03:11 PM
When u become a parent there are certain things u notice about your child. If you don't pay attention then things like this will happen. Hope they throw the book at those boys and I'm shocked the dad didn't kill those boys instead of calling cops good man I don't think I'd have the strength. I'd had to hurt them for my baby
lisak35 September 20, 2012 at 03:31 AM
Chester, you should feel very fortunate to have been given the opportunity for an education that provided you with at least enough intelligence to be somewhat grammatically correct. However, not everyone is fortunate enough to get that chance. Instead of debating Shana's very valid point, you are being rude, arrogant, and prejudice - which apparently were lessons your parent's didn't teach you, or that fancy education of your didn't provide. She DOES have a point. You all jumped to judge these two men whom you know nothing about. There is so much information missing from the story (at no fault of the reporter) but yet the first two comments are calling them "fu*#@s and scum", the third comment calls them "sicko's", someone else is glad that the father now has custody -apparently just because he isn't in the paper he must be a stand-up guy. What happened to innocent until proven guilty? Your standards aren't as high as the law so it's okay for you to condemn someone? All Shana did was reply that you are all believing everything without knowing all of facts or information. You are judging human beings when the only thing you have been told is what little information was given to the reporter by a Deputy Chief. And of course you should believe him, because if he has a badge well then he must be an honest person, right??? What if these men are innocent? So you believe everything you read online? If that's the case, I have a bridge for sale......
Shana November Hill September 20, 2012 at 05:59 PM
Thank you lisak35,
Shana November Hill September 20, 2012 at 06:25 PM
Chester I don't stay in the projects or trailer Parks. You had to insult me to make yourself feel better cause your not satisfied with where you stay. It's gonna be ok Chester quit worrying about what society thinks about you and live your life to the fullest.
Gabrielle Burns September 20, 2012 at 10:20 PM
Some of you people must of been there living with them at that point of time. I truly dis like people who judge before knowing the other side to the story. You all some retards ass people. And y'all have the nervous to think yall could be smart SMDH. People who judge before knowing the full story is dense as hell and must believe everything that they read or some one tell them. This story was only written to make them look bad, because the only statement they got was from the girl father which didn't live with her or her mother so how the hell would he knows what's going on with his child? But this post made him look like he was a hero. Too much of this story is missing.
Gabrielle Burns September 20, 2012 at 10:33 PM
Where is the statement of the girl mother?where is the statement of the other women that lived with them? Why wasn't their statement in this story
Gabrielle Burns September 20, 2012 at 11:06 PM
Where is the statement of the girl mother?where is the statement of the other women that lived with them? Why wasn't their statement in this story? Is it that their statement doesn't matter? Or is it that their statement might make the 2guys look like their are not guilty?
alfredmcgee September 23, 2012 at 08:15 PM
All I have to say is that no one has the rightml to say "may they rot in hell . I am pray for them as well as you that god may forgive you.
REE Jenkins October 01, 2012 at 05:43 PM
From what i've heard from this story is just a story. First of all where was the mother? laying on her back probably tricking off her daughter. See from what I heard that the father and mother was in a custody dispute and he wanted full custody of his daughter. What better way then accuse someone. A father is suppose to protect his children. Where was he at. And whose to say he didn't rape or molest his own child. You have to look at the whole picture. Did she live with any other siblings Did they or anyone else was questioned and get DNA proof. Why would and parent let there child walk anywhere at that age anyway? I'm Just Saying
REE Jenkins October 01, 2012 at 05:58 PM
Now tell me that if this supposedly happened in February why are they just now doing something about it. I just find it suprisingly strange that his is coming out aroung election time. Did they test the father or anyone else. Innocent i say. I know Albert and he's a good guy. This isn't something that he would do. I cannot speak for the other guy because i don't know him.
