Joliet winter parking restrictions

What good is an ordinance that prohibits parking on the streets of Joliet when snowfall exceeds 2" if the police don't issue tickets or have the cars towed. I live on Douglas St in the Cathedral area and I have yet to see violators held accountable.

Since it takes two days before the plow comes on my street, maybe people think the restriction doesn't apply anymore.

I also live in the Cathedral area. In my opinion; however, we should have cars parked on one side of the street during the storms. Since not everyone in that location has a driveway, it would be easier to plow with cars on one side of the street.

Ill say I saw a bunch cars ticketed on Bethel Dr and Kungs Way. However other streets I saw no cars ticketed. It must be the police that pick and choose what streets to ticket.

where are people supposed to park if they don't have a driveway or garage? why can't there be an even/odd system like with the watering ban?
