The City of Joliet says " we try not to take responsibility for flooding in basements"
This sanitary system the City of Joliet forced everyone to hook up to is the Cities responsibility.The flooding that happens is their responsibility too.

Contact the City of Joliet and have them come out and pop the manhole lids.These sanitary lids are supposed the have sealed rubbers on the bottom of the lids causing a seal when lid is properly placed.Check to make sure lid is not moving while placed in proper position.
Next the City of Joliet has a camera that can fish down the sanitary line and see if the lines are leaking. if they are the city is responsible for the fixing of the leaks.Manhole lids and leaking pipes are one of the main causes for flooding in people's houses.Rain water can seep around the lids.Broken sanitary lines are even more of a cause.The lines are deep,the pressure of water is greater and will flow even when no rain is present.
Also make sure when the city pops the lids to check for seals you look into the manhole and see if the manhole its self is leaking.If it is make them fix it.
